You don't want to use the Reallocate or Remove Resource function here, as you will lose historical allocation data.  Unfortunately, there's no way to filter old projects from TM other than Archiving them.  We are currently working on resource management and TM enhancements, so please plant this suggestion in the Greenhouse and we'll see how it grows from there!

Does that say something about the danger of Reallocate? In the past, when modified requests have come in some of our Resource Managers did a new "Assign Resource". But that results in multiple lines for a project. So, now when actually adjusting time for an already-assigned resource they use "Reallocate". Does that "lose historical data"?

Yes, it may.  Again, this is an area we currently working in and hopefully will have this corrected soon.

Also, is there an easy way to decrease allocated hours?

The issues with historical allocation data being lost when reallocating a resource have been resolved in our Fall 08 release, due out in a few weeks.
